for our system. that will help us in many years if we have that kind of system. president obama promised he would do this in his first year. he did not. the worry is we go at this again and it doesn't work. the president gets all the political points. the republicans get all the political blame. a political victory but not a strategic victory for the country. we need to make this a national purpose of policy and not an exercise in politics. i hope we'll keep our eye on that. that is going to be the big challenge. host: we have an idea from jbc. al in rhode island, hi, al. caller: good morning. thank you for c-span. the american people want immigration but they want legal immigration. we do not one no favoritism for anybody. you talk about language. the chinese came here. it is not right. this president is so far off the ball. we will bring 11 million more people into this country when we don't put those people to work first? i did not think that is right. we have other problems that are more important. we're flooding this country with unskilled workers. guest: the only reason on

it more narrow. it takes it off the table and able to preserve a program that is politically sustainable. that is pretty much what we thought we did. that is the dialogue we have with the incoming obama administration. i began my long this conversation with them at the agency, along the lines of i think we have already done what you have done. it is appropriate and the new circumstances. did not hold. all american detainees under any agent of the american government have to be treated with the army field manual. this spurred in september 2006. i would suggest this cost will manual was written with the knowledge that there was option b. that this program was also available. now we are left with this option a. it should not concern you. before you get to interrogation, you have to capture and we do not capture. we have made it so legally difficult and so politically dangerous to capture that it seems to the outside looking in that the default option is to take the terrace off the battlefield in another way. >> could you talk a bit about what obama inherited? we had moderate sle

. there is no political ideology that finds this cruel loss of life acceptable. i was incredibly pleased to see president obama include as part of his comprehensive plan to prevent gun violence a bill i first introduced in 2009 called the gun trafficking prevention act which would be the first federal law to define gun trafficking as a federal crime and will prevent guns from being moved into the hands of criminals. we have thousands of laws but none of them are directly focused on preventing someone from driving from one state to another state with a load of guns in the back of a truck that they can sell directly to criminals. it's shocking to me as a mother. it's shocking to me as a lawmaker but this is something we can actually fix. over the past three years more than 33,000 guns used in violence crimes showed signs of black market trafficking, 4 oh 20,000 firearms were stolen and thousands of guns with obliterated serial numbers were recovered by law enforcement. so while law enforcement is working over time to track down those who traffic these weapons, current law restricts

politics and one that gets talked about much less than it should. that is race in america. a few days ago, president barack obama put its hand on the lincoln and martin luther king bible and took the oath of office almost 150 years since the emancipation population went into effect. he talked about the country's historic and continuing march for greater freedom. we at the "washington monthly" found it appropriate to devote the subjects to the conditions of minorities in america today. president obama as measured by his november vote totals retained the support of the americans of color, neither he nor the country have talked about much of race. he mentioned race fewer times in his first two years than any democrat resident since 1961. when he did talk about race, it often provoked a fierce backlash as when he said last year that if he had a son, he would look like trayvon martin, the young man who was killed tragedy in florida. tremendous backlash to that. he went silent on that issue. there has been generally a politically imposed code of silence around this residence and around the coun

the model of politics. my favorite example of this is that the obama campaign actually hired a guy in cleveland who is sole job it was to go to work shops all day he'd go to one barbershop, then another, he'd sit around talk to people, what are the hopes and dreams. what is going on in the family. what are their financial problems. so when it came time to turn them out on election day, it's like turning out your friend. now i don't care how much money you put into media buys you cannot done kate that connection with voters. it seems that strategists are catching on. but there has to be a caveyot. 2012 was not 2010. 2010 i would say was a policy referendum on policy issues, healthcare, bailout spending. 2012 at the end of the day was a personality contest at the presidential level. mitt romney was the next white guy in line and like bob dole. no doubt republicans will lose that contest every time. the obama won a tactical grassroots victory against a very weak candidate. but now that strategists are recognizing grassroots is the future. i don't think the republican party will be suc

would solidify the sense that obama had a wildly successful presidency and reset american politics ideologically. >> john, i'm glad you mentioned yuval. he made a strong case for targeting. yuval, you've been writing for years that while the democrats have their various constituencies and pressure groups that republicans and conservatives should think hard about the idea that parents, middle income parents want to make an investment in the next generation, should be thought of as a group that has a distinct political identity and political voice and we should perhaps target more policies, including our tax policy towards the interest of those parents. >> let me say first, targeting especially in the sense that it is vital to explain to those voters why conservative policies are good for them, the idea is not we should think about what we ought to advocate on the policy front but who we should get the vote for and who we shouldn't and break it up into demographics and racial. that's not how the republican party could ever work. that kind of transactional politics is not only impossi
